Investors should be happy about Volkswagen's (VLKAY) expected settlement with the U.S. government over its emissions scandal, said Steve Blitz, an economist and contributor to Real Money. The settlement may be announced on Wednesday, according to news reports.

"The one thing shareholders like is certainty," said Blitz, adding that the settlement, which is reportedly as high as $4.3 billion, eliminates headwinds surrounding the company.

Volkswagen is also the largest automaker in the world when measured by sales. The emissions scandal came to light in 2015.
