Volkswagen (VLKAY) will hold settlement talks with several states over the diesel emissions scandal. Those talks will begin no later than November 1. Four states have sued the German automaker for hundreds of millions of dollars over environmental law violations, and as many as 14 other states may file claims. VW still must reach an agreement with the federal government on fines as part of a separate settlement. A VW spokesperson said the automaker is 'committed to reaching a fair and efficient resolution' of all outstanding claims.
