President-elect Trump's plan to convert Medicaid to a block grant program could lead to lower federal funding to states, according to Fitch Ratings. Reduced federal aid could cause states to tighten spending overall but, according Fitch, states may also get new flexibility with any program change. The lack of clarity on Medicaid funding is one of several uncertainties facing states ahead of the new administration taking power in Washington.
