He said there's a gap between rhetoric and policy and time will tell if some of the factors that sparked the Trump rally, such as hoped-for infrastructure spending and tax cuts, will actually become laws.
Energy stocks in the S&P 500 are down 1.7% over the past month, while financials stocks are down 1.3%.
