CFTC Chairman Tim Massad says the futures industry is 'very healthy' despite some consolidation among futures commission merchants. Still, he says he isn't sure the consolidation is entirely due to regulation. He says if rules are imposing burdens on smaller futures commission merchants the CFTC is prepared to look at it and try to do something about it. Addressing the question of whether CME Group is a monopoly he says the structure for futures markets is very different from equities. He pledges strong oversight of exchanges and clearinghouses. 'People are paying attention,' he says of the futures industry's attitude toward its regulator, while pointing to recent fines tied to foreign exchange manipulation.
