Oil prices surged Monday as non-OPEC members joined in on OPEC's production cuts, bolstering its original November 30 deal. But the deal isn't worth much if the nations fail to implement the cuts, according to one analyst. "Many people remain skeptical on the implementation which is very natural given the history of agreements between OPEC producers, let alone between OPEC and non-OPEC producers," said Craig Erlam, a senior market analyst at Oanda, based in London.
