Mired in its $18 billion bankruptcy proceeding - the largest ever for a municipal entity in the U.S. - Detroit last week filed its seventh amended plan of adjustment. This came after the city management negotiated a settlement of the litigation brought by bond insurer Syncora Guarantee, a development that Kelsey called significant. Detroit is not out of the woods - another bond insurer, Financial Guaranty Insurance Corp - is still negotiating.
