The plan is aimed at calming tensions between the nations, with South Korea hoping that it will be able to use the dialogue to rein in North Korea's nuclear and missiles program.
Communication between the two countries ceased in 2016 after new sanctions were imposed on North Korea.
"Our most basic stance is that communication lines between South and North Korea should open," said Lee Duk-haeng, Spokesman for South Korea's Unification Ministry
