Consumer confidence reached its highest level in nine years in September, its best since the Great Recession. Both the outlook on the labor market and consumer spending improved. Deutsche Bank (DB) - Get Report had a choppy morning following reports the U.S. Justice Department said penalties could be lowered by cooperating with authorities. The bank has reeled from a possible $14 billion tied to mortgage-backed securities. American Express (AXP) - Get Report climbed after hiking its dividend and committing to a new repurchase program worth 150 million shares. AmEx was one of the top performers on the Dow.
