TheStreet's Action Alerts PLUS Portfolio Manager Jim Cramer says Deutsche Bank (DB) - Get Report  misread its legal issues with the U.S. Justice Department. "The whole time they underestimated the power of the Justice Department," Cramer said. "They should have been looking at what happened with JPMorgan (JPM) - Get Report , Bank of America (BAC) - Get Report and Citi (C) - Get Report ." Cramer pointed out that JPMorgan paid $13 billion in fines, but built its reserves to $28 billion. Deutsche Bank has just $6 billion set aside for legal fines, according to news reports.
