President Donald Trump's executive order calling for a review of the landmark 2010 Dodd-Frank financial reform bill is creating fresh euphoria in banking stocks like JPMorgan Chase (JPM) - Get Report , Goldman Sachs (GS) - Get Report , Bank of America (BAC) - Get Report and Morgan Stanley (MS) - Get Report .

A report in The Wall Street Journal using RBC data showed that the aforementioned banks have billions of dollars in capital more than what regulators require. The report noted that the banks may be able to return this capital to shareholders should the Trump administration roll back some regulations.
