Home prices are on the rise. The S&P Case-Shiller Home Price Index rose 5% over the past year as of February, compared to 4.6% in January. The index also posted its largest monthly increase since July of last year and jumped 0.5% in February. TheStreet's Scott Gamm speaks with David Blitzer, chairman of the index committee at S&P Dow Jones Indices on how the market is benefiting from low mortgage rates and which cities showed the most price inflation over the past year. Blitzer also comments on how the Federal Reserve's looming policy shift affects the housing market going forward.
