Federal Reserve Chair Janet Yellen is speaking before the Senate Banking Committee on Tuesday in a semiannual address about the state of the economy and interest rates. Jay Jacobs, head of research and vice president at Global X Funds, doesn't expect Yellen to use the speech as an opportunity to prepare the markets for a March rate hike. Investors are only pricing in a 13% chance of a liftoff in March. Yellen's testimony begins at 10 a.m. Eastern. TheStreet's Scott Gamm reports from Wall Street.
