Stocks have been rising on the heels of strong earnings, but that can only take investors so far.

"Investors want to see tax reform," said Christine Short, senior vice president of Estimize, adding that recent White House controversies are distractions for Trump's market friendly agenda.

Stocks declined on Wednesday following a report from The New York Times saying Trump asked FBI Director James Comey to end the investigation involving his former national security adviser Michael Flynn.
