Investors await commentary from the European Central Bank's December policy meeting Thursday, especially amid the results of Italy's referendum, in which citizens firmly rejected proposed constitutional reforms. Michael Ingram, a market analyst with BGC Partners, based in London, says one reason the markets are having a muted reaction to the referendum is because investors expect the result to increase the chances of the ECB extending its quantitative easing program.
