Global Central Banks voted to keep interest rates on hold this week, but one chief economist believes current interest rate policies globally are now producing diminishing returns.  Brian Coulton, chief economist at Fitch, says he doesn't expect the BOJ or ECB to push negative interest rate policy much further at this point.  Looking ahead to the Brexit vote next week, Coulton says he expects a lot of political volatility following the vote and says a Brexit could result in an eventual one percent hit to U.K. GDP.
