Shortages of plush toys and costumes have encouraged a black market to spring up on eBay, while Disney Stores have begun to enforce two-item limits on Frozen merchandise per customer in-store and online. For the popular Elsa costume, Disney even organizes lotteries to decide who gets the chance to purchase the product.
