The European Central Bank left benchmark interest rates unchanged on Thursday, as expected. But one expert said changes to its monetary policy may come in December, when the central bank updates its economic and inflation forecasts. That's the assessment from James Athey, fixed income investment manager at Aberdeen Asset Management, based in London. He said the central bank may extend its monthly 80 billion euro bond buying program for another six months beyond its current end date of March 2017. The eurozone is struggling with weak inflation, rising just 0.4% on an annualized basis, far from the ECB's 2% target. TheStreet's Scott Gamm reports from Wall Street.
