Volatility is hitting the markets, as worries over yet another recession in Europe take center stage. The European Central Bank is expected to announce a stimulus next week, but is that enough to stop the bleeding in Europe? TheStreet's Scott Gamm speaks with Russ Koesterich, chief investment strategist at BlackRock to discuss the economic turbulence in Europe. Koesterich says ECB President Mario Draghi is dealing with more constraints than other central banks and Europe has structural issues that can only be fixed by politicians and not the central bank. He also says the U.S. Federal Reserve can't help Europe's problems, as it focuses on its dual mandate of full employment and price stability.
