St. Louis Federal Reserve President Jim Bullard looked at the data and saw a slowing in the U.S. economy and that is a change for him, says Jim Cramer. Bullard says low growth and a very low fed funds rate will likely remain in place through 2018. Bullard now says 2% growth is the most likely forecast and that rates will remain low. Cramer said that Bullard may change his view if there was fiscal stimulus or a surge in growth, so this is not fixed in stone.
