Marking the completion of his first 100 Days in office, President Joe Biden is expected to pitch a $1.8 trillion spending proposal to a joint session of Congress Wednesday. 

Geared toward children, students and families, the plan is expected to include measures to provide high-quality subsidized childcare, free preschool programs, extensions to the Child Tax Credit expansions, two years of free community college and more. 

The White House plans to pay for the plan in 15 years by raising taxes paid by the wealthiest Americans.
