Investors were expecting an accelerated share buyback program from Costco (COST) , but the company is using its tax cut savings to invest in employees and customers.

Costco's move is counter to critics who say the recently passed tax cuts will only benefit shareholders, not workers, according to TheStreet's founder and Action Alerts PLUS Portfolio Manager Jim Cramer.
