For an administration that promises to pull back regulations, CVS Health's (CVS) plan to buy Aetna (AET) for some $69 billion will be a big test for the government, according to TD Ameritrade's chief market analyst JJ Kinahan. 

Kinahan expects this deal to benefit consumers.
