Cisco (CSCO) agreed to acquire BroadSoft (BSFT) for $1.9 billion on Monday. 

TheStreet's founder and Action Alerts PLUS Portfolio Manager Jim Cramer said Cisco has a lot of cash overseas. "[CEO] Chuck Robbins did that deal in order to be able to augment his service provider revenue," Cramer noted.
