If JPMorgan Chase (JPM) and Citigroup (C) shares "come down big," it may be a buying opportunity, according to TheStreet's founder and Action Alerts PLUS Portfolio Manager Jim Cramer.

Cramer was pleased with both JPMorgan and Citigroup's results.

He called the International Monetary Fund note, which raised concerns about Citigroup's future profitability, "irresponsible."
