The uncertain geopolitical environment is creating opportunities for international ETFs, said Ryan Payne, president of Payne Capital Management. Payne said the payoffs are increasing for international ETFs, including the Vanguard FTSE Developed Markets ETF (VEA) , Vanguard FTSE Emerging Markets ETF (VWO) , PowerShares DB Commodity Tracking ETF (DBC) and the Guggenheim Shipping ETF (SEA) .
