The Federal Reserve wraps up its two-day policy meeting on Wednesday. One strategist said investors should be watching out for how the central bank comments on the weak economic data seen in recent months and the strengthening dollar. 'I think it will be interesting to see how [the Fed] talks about what’s clearly been a slowing global economy with some weakness in the U.S. as of late and the dollar’s strength,’ said Ian Winer, head of equity trading at Wedbush Securities. 'If investors feel their comments will push a rate hike to September, you’ll probably get more fuel for the rally [in equities].' TheStreet's Scott Gamm spoke with Winer to discuss his take on when short-term interest rates will rise.
