During the past five years, SPDR S&P 500 returned 16.5% annually, according to Morningstar. But you could have done even better with ETFs that weight stocks in less traditional ways. Guggenheim S&P 500 Equal Weight returned 19.9%, and PowerShares FTSE RAFI US 1000 , which weights stocks according to fundamental measures, returned 19.6%. Other promising approaches include funds that emphasize stocks with low-volatility or momentum. Often called smart beta benchmarks, the alternative approaches have come to be seen as ways to outdo the traditional measures such as the S&P 500. </P><P>Among the leading proponents of smart beta strategies is Rob Arnott, chairman of Research Affiliates, the developer of the RAFI benchmarks. In recent research, Arnott looked at how half a dozen smart beta strategies would have performed over the last 50 years. All the strategies topped traditional benchmarks. The high-volatility approach outdid the S&P 500 by two percentage points annually. Low volatility fared even better. Under that weighting system, Apple -- the biggest stock in the S&P 500 -- accounts for 2.8% of the assets in the index, while Abercrombie & Fitch accounts for 0.03. When a hot stock rises, it will account for a bigger weighting in the S&P 500. Among the most popular ETFs are iShares Russell 2000 , a small-cap portfolio with $25 billion in assets, and iShares Russell 3000 , a total market fund. Now SPDR has introduced competing offerings that come with lower expense ratios. The new SPDR Russell 2000 charges 0.18%, compared to 0.23% for the iShares competitor. </P><P> The fee reductions make it more tempting for investors to try Russell funds. But even with the cost reductions, the Russell ETFs may not be the best choices for typical retail investors. </P><P>Instead of using the Russell 3000, many investors should prefer Vanguard Total Stock Market ETF , says Rick Ferri, founder of Portfolio Solutions, an investment manager that relies on index funds. Under the savings program, parents or friends of a child can invest in a fund and owe no taxes on the earnings, provided the money is used to pay tuition bills. </P><P>The 529 program can be a valuable resource for people who face tuition costs. But investors must shop carefully. Many of the investment choices are expensive and have delivered uninspiring returns. According to Morningstar, the average 529 investment has underperformed conventional mutual funds. According to the conventional view, all stocks are risky, including dividend stocks. Advisors warn that in the next downturn, dividend stocks could sink along with the rest of the market. For protection, investors should hold sizable stakes of government and high-quality bonds. </P><P>Noted Princeton professor Burton Malkiel takes a different view. Malkiel is urging clients to shift from government bonds into dividend stocks and other assets. "The old saw is that government bonds are the safest investment in the world," he says. Since 2008, shareholders have pulled $393 billion from active large-cap U.S. stock funds, according to Morningstar. At the same time, large-cap index funds reported $218 billion in inflows. </P><P>Part of the reason for the exodus from active managers could be that investors think index funds will outperform. But much of the move into passive funds is due to dramatic changes in the compensation system of financial advisers. These days advisers have a motivation to recommend index funds. That is very different from the past, when financial advisers had incentives to stick with active funds. The shift in compensation has had a big impact because half of all fund investors use a financial adviser, according to the Investment Company Institute, the mutual fund trade group. From the time the fund launched in 1994 until October 2007, Bridgeway returned 21.0% annually, outdoing its mid blend competitors by more than 7 percentage points, according to Morningstar. </P><P>Then the roof collapsed. In 2008, the fund lost 56.2% and trailed 98% of peers. For the next three years, the results continued to be subpar. What caused the trouble? </P><P>Bridgeway's Chief Investment Officer John Montgomery attributes the poor record partly to the unusual market environment that prevailed during the financial crisis.
