Eight people were killed and 11 people were injured after a truck barreled down a popular bike path in Lower Manhattan Tuesday afternoon in an act of terrorism, New York City Mayor Bill de Blasio said.
Multiple media reports have identified the driver as 29-year-old Sayfullo Saipov and say that he shouted "Allahu Akbar" after emerging from the vehicle.
The New York Police Department confirmed that a vehicle entered the West St. pedestrian bike path a few blocks away from the World Trade Center and struck multiple pedestrians on the path.
The vehicle, which was a Home Depot rental truck, proceeded south hitting another car. The suspect then exited the vehicle displaying imitation firearms and was shot by police, the department said, and is in custody. He was reported to be in critical condition Tuesday night.
Authorities found "handwritten notes in Arabic near the truck that indicated allegiance to the Islamic State," the New York Times reported. "But investigators had not uncovered evidence of any direct or enabling ties between Saipov and ISIS and were treating the episode as a case of an 'inspired' attacker," the Times said.
The Times also reported that Saipov had worked as an Uber driver. Uber confirmed that Saipov had passed the ride-sharing company's background check.
During a news conference Tuesday, Police Commissioner James P. O'Neill said that a school bus was also struck, injuring two adults and two children. Eleven people, including these four, were transported to the hospital with serious but not life-threatening injuries, he said.
Police determined that there was no active threat of additional violence. The Halloween parade in Manhattan took place with increased security.
