Texas and the rest of the Gulf Coast states that have been affected by Tropical Storm Harvey can expect a recovery process that will take years, a Department of Homeland Security official told Fox News Wednesday. 

"We expect a many-year recovery in Texas and the federal government is in this for the long haul. We will help the people of Texas for as long as they need," acting Homeland Security Secretary Elaine Duke said.

Duke added that Harvey was unprecedented in terms of the volume of rain that has been dumped on the region.
