Our trading partners have been quite negligent, according to TheStreet's founder and Action Alerts PLUS portfolio manager Jim Cramer.

"China doesn't play fair in a lot of different industries. South Korea doesn't play fair," Cramer said. "I think that the European Union doesn't play fair. I think that the Mexican currency - the currency is making it so that Mexico doesn't play fair."

Cramer said Action Alerts PLUS holding Nucor (NUC) has been hurt by China. 

"It's our trading philosophy to have America lose," Cramer said, adding that the focus on China is too narrow.

"In this administration, they have a point of view that is articulated in a way that is fiery but not as substantive as I would like," Cramer noted.
