NEW YORK (TheStreet) -- RATINGS CHANGES

Actua (ACTA) was downgraded to sell at TheStreet Ratings.

Ciena (CIEN) was upgraded at Goldman Sachs to buy from neutral. Twelve-month price target is $26. Stock is pricing in lowered expectations, Goldman said.

Finisar (FNSR) was downgraded at Stifel Nicolaus to hold from buy. Company is seeing lower sales and margins, Stifel Nicolaus said.

RTI International Metals (RTI) was upgraded to buy at TheStreet Ratings.

Vertex (VRTX) was upgraded at Goldman Sachs to buy from neutral. Company is cornering the cystic fybrosis market, Goldman said. Twelve-month price target is $131.
