NEW YORK (TheStreet) -- Shares of Ballard Power Systems Inc. (BLDP) are higher by 2.78% to $4.26 on heavy volume in late afternoon trading on Tuesday, after GE's (GE) announcement that it will build a new fuel-cell manufacturing plant in up state New York, helped boost fuel-cell stocks, Market Watch reports.
Other stocks in the fuel-cell industry climbing today include FuelCell Energy (FCEL), up 10.14% to $2.43, Plug Power (PLUG), higher by 1.41% to $5.77, and Capstone Turbine Corp. (CPST), higher by 3.68% to $1.41.

Separately, TheStreet Ratings team rates BALLARD POWER SYSTEMS INC as a Sell with a ratings score of D-. TheStreet Ratings Team has this to say about their recommendation:
