Developed in 1998 by the Quality of Excellence for Suppliers of Telecommunications (QuEST) Forum, TL 9000 is a QMS built on an ISO 9001:2008 standard, the only standard in its family that is qualified to setting the criteria for the processes, procedures and tools that make up various certifications, and eight quality principles. Building on the ISO standard, the TL 9000 standard includes supplemental requirements, including performance measurements based on the product reliability, software development life-cycle management, requirements for specialized service functions, requirements to address communication between network operators and suppliers, as well as reporting of quality measurement data to a central warehouse. The TL 9000 Quality Management System (QMS) standardization has now been achieved for four design and operations locations in Germany, as well as the hiX 5600 product portfolio and the Access Integrator Ethernet (ACI-E) service management platform.
