To further the President's goals, we encourage the Federal Communications Commission to move forward with Globalstar's proposal to utilize its licensed satellite spectrum including to provide an innovative Terrestrial Low Power Service (TLPS) that holds the promise of substantially alleviating existing Wi-Fi congestion currently being experienced around the country," said L. Today, the President sent a Memorandum to the heads of his executive departments and agencies calling for swift action in order to expand America's leadership in the field of wireless innovation and encourage further development of cutting-edge wireless technologies, applications and services. One of the President's specific requests is for the FCC to expedite the repurposing of spectrum to enable innovative and flexible commercial uses of spectrum. The President urged the FCC to promote new deployments by "identifying spectrum allocated for nonfederal uses that can be made available for licensed and unlicensed wireless broadband services and devices, and other innovative and flexible uses of spectrum, while fairly accommodating the rights and reasonable expectations of incumbent users."
