Mercadolibre ( MELI) rated new Hold at ThinkEquity. MELI was initiated with a Hold rating. Valuation call, as the stock is already trading at 39 times expected 2011 earnings.

PNC Financial ( PNC) rated new Outperform at BMO PNC was initiated with an Outperform rating. $73 price target. Company should return to full earnings power sooner than most of its peers.

PPG Industries ( PPG) upgraded at Morgan Stanley from Equal-weight to Overweight. $77 price target. Estimates also boosted, as the company has the best end-market and geographic exposure in the industry.

Ritchie Bros. ( RBA) downgraded at Oppenheimer to Perform. Company is facing challenges in construction end-markets.

RLI ( RLI) upgraded at Stifel from Sell to Hold. Company deserves to trade at a premium valuation.

Schnitzer Steel ( SCHN) upgraded at UBS from Neutral to Buy. $56 price target. Scrap prices should improve in August.

Sherwin-Williams ( SHW) downgraded at BofA/Merrill to Neutral from Buy. Risks rising on weaker demand. Price target cut to $80 from $87.
