BOMBAY -- Bombay stocks closed higher Monday.The BSE Sensex rose 175 points to close at 10,684. Among the gainers on the index were Bharti, which surged 5.1%, Wipro ( WIT), up 5%, and ONGC, up 3.5%. Losers on the index were ICICI Bank ( IBN) which lost 1.3%, and HDFC Bank ( HDB), which shed 0.8%. Reliance Industries Ltd has begun talks with Dow Chemical ( DOW) for a strategic alliance in the petrochemicals and polymers businesses. Reliance would take over some of Dow's units in Asia and Eastern Europe. The stock gained 1.1%. Tata Steel inched up 0.7% despite a statement by the Bangladesh industries minister that the government is reluctant to go ahead with a proposed $3 billion steel plant project.
