Internet service provider EarthLink ( ELNK) signed a contract to build a Wi-Fi broadband network for the city of Milpitas, Calif.

The roughly 6.5-square-mile network will provide high-speed Internet access in the city, EarthLink said Wednesday. EarthLink also said it will permit competing providers to offer their services to consumers and businesses over its network.

Shares of EarthLink were gaining 9 cents, or 0.9%, to $9.11.
