ECI Telecom ( ECIL) named Rafi Maor to the newly created post of chief operating officer.

The Petah Tikva, Israel, telecom services provider said Maor will take operating responsibility while CEO Doron Inbar turns his attention to strategy. The appointment is effective Sept. 1.

Maor was operating chief at Indigo NV, which was acquired in 2002 by Hewlett-Packard ( HPQ).

ECI also named Gilles Rapp acting general manager of its Broadband Access Division. Rapp was chief operating officer of the division and has been with ECI for 12 years. Pinny Chaviv, who had run the division, will be leaving ECI to assume a position at an Israeli venture capital firm.

ECI slipped 12 cents Monday to $6.73.
