Wisconsin Gov. Scott Walker announced Sunday that he would sign a $3 billion incentive package for electronics parts supplier Foxconn Technology Group to build a manufacturing facility in the state. 

The package would be the largest ever offered by a state to a foreign group in U.S. history, according to the Associated Press, and would be 10 times larger than any other incentive package ever offered in Wisconsin. 

The package does come with strings attached, however. Foxconn must commit to investing at least $10 billion in the facility and employ at least 13,000 workers. 

Walker is expected to sign the bill at 2:30 p.m. Monday at Gateway Technical College.
