NEW YORK (TheStreet) -- RATINGS CHANGES
TD Ameritrade (AMTD) - Get Report was downgraded at Goldman Sachs to neutral from buy. Valuation call, based on a 12-month price target of $38, Goldman said.
Dish Network (DISH) - Get Report was initiated with an underperform rating at BMO Capital. Valuation call, based on a 12-month price target of $57, BMO Capital said.

Owens Corning (OC) - Get Report was upgraded at Barclays to overweight. Twelve-month price target is $48. Estimates were also raised, given a better outlook for the asphalt-shingle market, Barclays said.

Pier 1 (PIR) - Get Report was upgraded at Oppenheimer to outperform. Twelve-month price target is $20. Estimates were also increased as the company can expand margins, Oppenheimer said.
Tesoro (TSO) was downgraded at Wells Fargo to market perform. Higher capacity should hurt industry margins, Wells Fargo said.
