The Department of Commerce is imposing preliminary tariffs of 18.56% to 35.21% on Chinese solar panel makers, including solar cells made outside of China. As an U.S.-based solar panel maker First Solar benefits from the tariffs which will likely raise the prices of modules made by Chinese competitors.
