NAPEO Hires New Vice President Of State Government Affairs

ALEXANDRIA, Va., April 4, 2013 /PRNewswire-USNewswire/ -- The National Association of Professional Employer Organizations (NAPEO) today announced the hiring of Paul J. Richman as vice president of state government affairs. Richman has 26 years of experience in federal and state government affairs, most recently as the Washington representative for the Port Authority of New York and New Jersey.

"Paul's expertise in the government affairs arena will be a great asset to our organization and to the PEO industry overall," said NAPEO CEO Pat Cleary. "This is a pivotal time for PEOs, as the states prepare to implement the Patient Protection and Affordable Care Act (PPACA) and we look to be a constructive part of that process. Paul's leadership, contacts, and experience will be invaluable in ensuring that NAPEO continues to be a positive force for the PEO industry on the broad scope of issues affecting our members."

Richman previously was director of federal affairs for the Port Authority of New York and New Jersey, where he was responsible for directing and managing the development and implementation of strategies to advance the Port Authority's legislative and regulatory priorities with Congress, the White House, and federal agencies. Prior to joining the Port Authority, Paul served as vice president for policy and government affairs at NSI, Inc., and was vice president of state government affairs for the Mortgage Bankers Association. He also served in the Office of the Vice President and as acting chief of staff and special assistant to the assistant secretary for policy at the U.S. Department of Labor during the Clinton Administration. Before coming to Washington, DC, Richman worked for former New York governor Mario Cuomo.
