CIT Group (CIT) upgraded at Nomura to Buy from Neutral, Nomura said. $42.50 price target. Compelling valuation and several upcoming catalysts.

Express Scripts (ESRX) upgraded at Citigroup to Buy from Neutral, Citigroup said. $62 price target. Compelling valuation and sell-off overdone.

Francesca's (FRAN) rated new Buy at Canaccord Genuity. $30 price target. Company can profitably expand its store base.

Frontier Communications (FTR) downgraded at Goldman to Sell, Goldman Sachs said. $3.75 price target. Cost structure has deteriorated.

Gamestop (GME) upgraded at Caris from Average to Buy, Caris & Co. said. $31 price target. Business should accelerate into the next game console cycle.

JetBlue Airways (JBLU) downgraded at Goldman to Sell from Neutral, Goldman Sachs said. $4.50 price target. Traffic risks outweigh recent jet fuel declines.

Mylan (MYL) upgraded at Leerink to Outperform from Market Perform, Leerink Swann said. $30 price target. Improved outlook on EpiPen and accretive transactions.

NetApp (NTAP) upgraded at Argus from Hold to Buy, Argus said. $36 price target. Higher sales should drive margin growth.

Allegiant Travel (ALGT) estimates raised at Sterne Agee through 2013, Sterne Agee said. Investor day shows progress at firm. Neutral rating and $74 price target.

Deere (DE) target raised at Citigroup to $97, Citigroup said. Estimate roll forward and modest multiple lift. Buy rating.

Dell (DELL) numbers cut at BMO. Shares of DELL now seen reaching $11, BMO said. Estimates also lowered as revenue and EPS decline will likely not reverse in the near term. Market Perform rating.

Dell numbers cut at UBS. Shares of DELL now seen reaching $9.75, UBS said. Estimates also lowered as PCs continue to decline. Neutral rating.

Gap (GPS) estimates raised at UBS through 2014, UBS said. Strong quarter with upside opportunity in Q4. Neutral rating and $37 price target.

Lowe's (LOW) estimates, target increased at BofA/Merrill. LOW estimates were raised through 2014, Bank of America/Merrill Lynch said. Sales growth should accelerate from here. Buy rating and new $38 price target.

Marvell (MRVL) estimates, target reduced at Jefferies. Shares of MRVL now seen reaching $8, according to Jefferies. Estimates also cut, given the company's new guidance. Hold rating.

Ross Stores (ROST) numbers cut at Nomura. ROST estimates were reduced through 2013, Nomura said. Company is facing difficult sales growth comps. Neutral rating and new $62 price target.

Transdigm (TDG) estimates, target cut at Credit Suisse. Shares of TDG now seen reaching $147, according to Credit Suisse. Estimates also reduced, as the company is seeing slower organic sales growth. Outperform rating.
