Based on the statistics gathered by the Federal Communications Commission, the list comprises West Virginia, Arkansas, Mississippi, Alaska, South Dakota, Montana, North Dakota, Kentucky, New Mexico, Missouri, Wyoming, Oklahoma, Louisiana, North Carolina, Alabama, Kansas, Virginia, Tennessee, and Maine.
