The 10 states whose budgets are most at risk in the coming year, according a report released Wednesday by the Pew Center on the States. The categories listed show the change in tax revenue followed by the change in the unemployment rate from 2008 to 2009, the most recent figures available. The Pew Center also includes a grade from its Government Performance Project on how well each state manages its money.
