TD Ameritrade (AMTD Quote) reinstated at Merrill/BofA with a Neutral rating and $21.50 price target. 2009 and 2010 EPS estimates set at $1.06 and $1.24, respectively.

Arris (ARRS Quote) downgraded at Jefferies from Hold to Underperform. $9.50 price target. Company will face sales and margin pressure, once CMCSA wraps up its upgrades.

Chesapeake Energy (CHK Quote) downgraded at Credit Suisse to Underperform from Neutral on valuation. 2009 EPS estimate raised to $2.41 from $2.32, 2010 EPS estimate lowered to $1.55 from $2.10. Price target set at $24, up from $19.

Devon Energy (DVN Quote) downgraded at Credit Suisse to Underperform from Neutral to reflect an expected loss of operational momentum due to a sharp fall in 2009 drilling activity. Price target get at $59.

Family Dollar (FDO Quote) upgraded at BMO from Market Perform to Outperform. $32 price target. Company generates strong free cash flow and has good long-term growth prospects.

General Mills (GIS Quote) upgraded at Morgan Stanley from Equal-weight to Overweight. $72 price target. Estimates also boosted, as the company is positioned well to keep growing.

Newfield Exploration (NFX Quote) upgraded at Credit Suisse to Outperform from Neutral on improving asset quality and attractive valuation. Price target lifted to $48 from $44. 2009 and 2010 EPS estimates increased to $4.96 from $4.89 and to $4.11 from $3.84, respectively.

Pactiv (PTV Quote) upgraded at Goldman from Neutral to Buy. $35 price target. Volumes and margins are expected to grow in 2010.

Tiffany (TIF Quote) rated new Buy at Citigroup. $50 price target. Expect a return to positive same-store sales in the fourth quarter, driven by market share gains.
