Cooper Industries (CBE Quote) upgraded at Citigroup from Hold to Buy. Valuation call, as the company has solid, early-cycle exposure. $40 price target.

Celgene (CELG Quote) reinstated at Merrill/BofA with a Neutral rating. 2009 and 2010 EPS estimates set at $2.04 and $2.63, respectively. Price target set at $58.

DR Horton (DHI Quote) downgraded at UBS. Rating lowered to Sell from Neutral. Maintains $10 price target and 2009 EPS estimates of -$0.85.
