DETROIT — Bargain-hunting consumers are helping the U.S. auto industry regain a little optimism in the face of government intervention and bankruptcy talk. Although down 40 percent from a year ago, March sales of new cars and trucks were much improved from a dismal February, as automakers piled on incentives to attract buyers.
