Ecolab (ECL Quote) upgraded at Baird to Outperform from Neutral based on valuation and economically resilient business model. Sets $46 target price.

Force Protection (FRPT Quote) downgraded at Collins Stewart to Hold from Buy based on valuation following the 100%-plus run-up in the stock price since November. Removed its target.

Federal Realty Trust (FRT Quote) downgraded to Sell from Neutral at Goldman. Price target reduced to $39 from $43.

Motorola (MOT Quote) downgraded to Equal-weight from Overweight at Barclays and price target reduced to $6 from $9. Motorola upgraded at JP Morgan to Overweight from Neutral based on new restructuring initiatives and valuation. Maintained $7 target price.

M&T Bank (MTB Quote) rated new Underperform at Friedman Billings. Sets $30 target price.

Procter & Gamble (PG Quote) downgraded to Market Weight at Sanford Bernstein and price target reduced to $65 from $72.

Shire (SHPGY Quote) downgraded to Underperform from Buy at BofA/Merrill Lynch with a $45 price target.

WellPoint (WLP Quote) upgraded to Overweight from Equal-weight at Barclays and price target unchanged at $58.

Waste Management (WMI Quote) downgraded at JP Morgan to Neutral from Overweight based on valuation. Stock is essentially trading near its $35 target price.
